I think they need to include a clear definition of abuse if they're going to encourage reporting. US abuse laws are fairly clear, but State laws may be even more specific.
Examples of intentional cruelty include, among others, overt abuse, when an individual purposely inflicts physical harm or injury on an animal, or dog fighting. Acts of neglect include companion animals being neglected or denied basic necessities of care, such as food, water, shelter, or veterinary care.
Even with clear definitions, there will always be over zealous neighbors who erroneously report abuse that does not actually exist. It usually gets sorted out in a fair minded manner.
