I think you are doing most things correctly. Are you using a kennel for sleeping? This may help in the potty training.
If you are having problem controling him, put him on a long leash. Yes, even in the house! This will give you much better control as you can stay connected with him. Don't leave it on him if you arent working with him as you do not want it to get cought on something and hurt him.
As for chewing on the paper, simply make a correction. The "rule" is dont chew on that. The correction is a sharp "NO" as you move him away using the leash.
Since he was removed from his litter mates 5 weeks to early, you need to become his mate! When he does something you don't like (aka biting, pottying in the wrong place or anything else for that matter) you need to speak dog to him! By this I mean: When a puppy bites one of his mates, the mate will SQUEAL or YIP in a very high pitch. So everytime Zappa nips or bites, You must do the same. Your timing is VERY important. You must do it at EXACTLY the second he nips. If you do it correctly the problem should correct itself rather quickly. But remember, Beagles are stuborn, so just be very consistant with the training.
The chewing may very well be a teathing issue. The best thing for it would be to get a few old towels or wash rags and twist them tightly and tie them up. Then get them wet and freeze them. When he starts to chew, give him one. The towel will give him something that is OK to chew, and the cold will help with teathing pain.
Playing with him is the key to bonding and creating a trusting relationship. Building the bond now will help you later what you begin training other behaviors. If you follow the advice above, the playtimes will become a fun time for both of you. Get plenty of different toys and find out which one is his favorite. Then use it as a reward for good behavior.
